Should this really have an entry, much less as a character? That would be sort of like having a character entry for the One Ring if you had entries for Bilbo or Frodo Baggins.

The crown at least actually has an eye and can be expressive.

Yeah, but it's not really a character as such - in fact it literally can't go anywhere Lamb isn't. It might even be better as an implication for Lamb.

Except it rests on the brow of The_One_Who_Waits initially. Furthermore, someone could make it an anthro or otherwise make it act like a character, so at minimum we should have a tag for it.

at the very least someone theoretically could, and practically already has, depicted the crown without the lamb:

now the real thing I wanna know: why is narinder and the_one_who_waits 2 distinct character tags when (as far as i can tell as someone who hasn't played the game yet) the same guy?
should really make an alias (or implication if we want to make a distinction between his mortal and god form) for this guy

It's the Link issue, where they are two visually distinct forms for one character. Once you defeat the fourth bishop of the old faith, you are told to relinquish the crown to The One Who Waits, and once you visit his arena you can either give it up or keep it and fight him. After defeating him, he turns into a follower that you can either convert & indoctrinate, or kill; since his form is unique + he is given the name "Narinder" afterwards... people are treating him as two separate characters. Except not when tagging, apparently, so if we want to have one tag for them we should alias, and if we want the two forms separate we shouldn't do anything but remove the opposite form's tag when not present in the image. This is how we treat Link and his many forms.
