Thong on its own is never used to define the swimwear- that should be under thong_bikini. Thongs themselves are only underwear.

A thong bikini includes a thong, it is not itself a thong, as the bikini is the entire 2 piece ensemble.

Yes, cite wikipedia instead of looking at the hundreds of stores and clothes creators that don't ever conflate the terms at all. Thong bikini is the term for the bikini bottom that shares characteristics of a thong. Just because people mistakenly call one thing something else (just like using wrong tags on an image) doesn't mean it's right.
A thong bikini includes a thong, it is not itself a thong, as the bikini is the entire 2 piece ensemble.
If you have a topless girl wearing a thong as a swimsuit, you would be incorrect to tag it as a bikini.

So, if a male is in a thong swimsuit, we don't tag it as a thong then?
Because we certainly wouldn't tag it as thong_bikini, and it's not underwear.
Edit: I should also point out that thong_bikini is not currently a used tag, so even if we did use it so that we could imply underwear to thong, there would need to be a massive clean up effort to separate thong into a thong underwear, and thong bikini tag. At which point, you'd be better off with thong_(underwear) and thong_(swimwear) so that we could include male thongs.

Going through some of our older aliases/implications that are still awaiting approval, so I'm digging this thread up again.
Just wanted to mention that as long as https://e621.net/post/index/1/thong%20swimsuit is still pulling back so many results, we can't say thong implies underwear. It may be that all those posts are just mistagged too.
Will have to deny this implication if we can't reach a consensus here.

Here's a somewhat radical idea: Should some parts of swimwear and underwear categories be combined and implicate both?
I looked at a lot of the pictures tagged with underwear or swimwear and (excluding the very obviously different styles like one-piece swimsuits, or swim trunks), the majority of pictures under both categories featured garments in the same handful of distinct styles. With a lot of overlap between them. In fact, often the only difference of whether or not it gets the underwear tag or the swimwear tag was based on context, background, etc. So if it looked like a bedroom it's tagged as underwear. But if it's on a beach or poolside then exact same basic shape and cut of clothing was often labeled swimwear instead.
Which begs the question: if the garment looks the same but the context is different, should it really have a different tag?
Would we be better off to just find one tag in common for each style of cut [like swim thongs and underwear thongs could both be tagged just thong] and then we could implicate both underwear and swimwear to the handful of styles that can be found both in both contexts [like thongs, panty-cut bottoms, side-tie style bottoms, string-style bikini-tops/string-style bras, etc.] And then let the intended purpose be determined in the mind of the viewer rather than attempting to split it between two separate tags.
The difference between underwear and swimwear is obvious in real life, but often indistinguishable in art (where the fabric details and construction details are often left out).
Doing a simple search for both swimwear + underwear on the same posts brings up a lot of images which are tagged with some of both categories. Now obviously someone could be wearing a combination, but many of the pictures could have been tagged either way easily, and many were also tagged conflictingly containing both a bikini tag and a bra tag, etc. So whether something should be tagged a bikini top/bottom or a bra/panties has apparently been a quiet source of confusion for awhile now.
Judging by the amount of redundant tags between them, things like side-tie_panties and side-tie_bikini are visually the same thing in most cases. If something has lace, that's tagged separately. If something is clearly lingerie, that also already has it's own tag. So tagging it by cut and implicating both categories of clothing wouldn't really lose anything, but it would be able to combine functionally duplicate tags (like string_panties vs string_bikini, and both kinds of thong-style bottoms (swim and underwear) together, etc). It would probably make it easier to find the style people want, and reduce the all-mixed-together and non-homogeneous search results you can get now. It's just a thought.

Bikini = goes up to the hips. thong = just a narrow strip of fabric. thong bikini = thin to the hip bikini bottom. Already stated this before.

This one is never going to get any easier. And the fact is that thong refers most directly to the way the fabric fits (the "cut"/style) rather than its use. Regionally and depending on the retailer they can make it more specific in both ways. Cultural habit can vary as well. But when it comes to tagging, the difference between thong-cut swimwear and thong-cut underwear is not always possible to tell. As is evidenced by how many images we have that are tagged both swimwear and underwear. Is it a bra or a bikini top? bikini bottom or thong? side-tie_panties or side-tie_bikini? are thongs gendered or can a male be wearing a thong (even if he's crossdressing?). This thread had a lot of opinions, and a lot of regional differences. And it deadlocked because there is no real consensus on most of these questions.
So since it's been 9 months and even pregnant humans have to give birth by now, I'm going to implicate thong directly to --> clothing. Because even if it isn't always swimwear and it isn't always underwear, it will always be a type of clothing. So that much at least, we can do.
