Do I count the commission slots by user or by picture?

They're usually counted per picture.
Since the same guy has added yet another commission, that means the slots are filled right?
Or is there another person who would back up Ratte's claim of slots by picture?
Yeah, that's usually how artists do things. Per picture, as ratte said.
I think just quickly checking out artists that are open for commissions would be enough to verify this tbh. It's a very common system.
Of course, it's all about how much you can handle at the end of the day (and how much you're making per slot). But if 5 people commissioned 3 pictures each as the first person has done, it'd be quite a lot of work with relatively little pay!
Seems slots filled by picture it is. So far, I have started with black and white pictures. Now, I should expand it to color soon. Or maybe I'd start with monochrome in other colors
