I noticed that pantheradraws has a bunch of posts that were taken down a year ago in Takedown #12697 but since then had a lot of posts uploaded. Is that dnp no longer applicable? Can the deleted images be brought back?

According to takedown #6711 (another takedown that precedes #12697), the artist had requested for their DNP status to be revoked back in January 2020, meaning that new works may be uploaded again.
However, this does not mean that the previously deleted images can be "bought back" since they had not requested for them to be un-deleted since then. Reuploading them again would be against the rules.

As for takedown #12697, I cannot say for sure what the reason is for the new wave of takedowns on April 2021, but I can say that it is done so due to private reasons.
I would err on the side of caution for this one and avoid posting their works, since future posts may be deleted for the same reason again.
