A coat can also mean an animal's pelt. A "winter coat" can mean when an animal's fur is thicker to help withstand winter weather (which then sheds afterward when they get their spring or summer coat).
I would say the non-coat meaning of "winter coat" is more well-defined than the outerwear one. Does a coat cease being a winter coat if you wear it in summer?

That might be splitting hairs. You can wear snowshoes outside of snow environments, that doesn't mean they stop being snowshoes. Likewise, a coat that's designed for winter will still be designed for winter even outside of the season.
