Barely used, might as well. There are only a few posts that I know of with a collar that isn't on someone anyways.

Collars are already usually being worn. An unworn collar would be the more rare option, if we ever needed a second tag. Not sure it's significant to tag unworn collars though. We certainly don't need two tags for the same thing. So Approved.
