Reason: Pogchamp is a meme. Other memes are generally copyright tags and it really doesn't make much sense as a character tag.

you can't edit the category of a tag once it reaches a certain amount of posts it's tagged on. IDK how many it needs to be tagged on before you are prevented, but you can only request a category change through a BUR after that amount is reached.

I don't know the current limit on it, but it used to be around 100 images using it, at which point it would be locked to people trying to edit/change the tag category for that tag. The idea was that if it's being used that many times, then it's been established in some way, so it really shouldn't be changed on a whim to a completely different category without discussing it first. Although that sounds all fancy.

I think a lot of it was originally to limit people flipping a big tag to be an artist/character/species every time they uploaded something new and didn't bother to check the tag first before trying to change it.

Which used to be a problem and would cause a lot of messes. "Listen, it's fantastic your artist name is 'Watermelon' and yes I can see it signed on all of your art for the last three years on your FA and I love that you want to start uploading here... but please don't change the main 'watermelon' tag into an artist tag. The main tag is for tagging the fruit. Make a new tag like 'watermelon_(artist)' and then THAT can be your artist tag, but leave the normal just plain 'watermelon' tag alone... pleasekthnxbi" It was a relief when that got locked down, lemme tell you. Those were not fun messes to untangle.
