There are a LOT of tags with humanoid penises that aren't labeled with humanoid_penis. Would it be improper or against the site rules if I was to go through and tag as many posts without the proper humanoid_penis tag as I can?

Gopher it. As long as the tags are properly applied according to TWYS, someone with the ambition and will to undertake a tagging project like this would be most welcome.
Of course it's fine to add a tag to a post that it belongs on. Once you've got enough tag edits to use it, you might also want to try TagMe!
I'm surprised this isn't already a tag since some people aren't interested in seeing animal penises.
