Stomach refers to the internal organ, whereas belly generally refers to the lower abdomen (also generally not flat, but that's a discussion for another time)
Additionally, this alias was created ~7 years ago (topic #10355) to stay consistent with cum_on_stomach, but that tag has since been aliased to cum_on_belly

(I would do a regular alias of hand_on_stomach -> hand_on_belly but hand_on_belly -> hand_on_stomach already exists so I can't)

Also, the (pubic) mound is not the belly, but see that being tagged that way, sometimes.

This has bothered me for a long time, so instant +1 on fixing this mistake.

Whenever this finally gets approval, hand on another's belly and hand on own belly should be implicated to hand on belly.
