Because it becomes easier for bad aliases or implications to hide or be missed within a large BUR that's otherwise mostly good. It used to be uncapped, as shown by wat8548's examples, but the cap was added because it made them harder for us and admins to check and verify.

Yeah, see my example with card suites. It's actually not horrible in that case because it let me break them up a bit to make it more obvious when I messed up. I need to have more people review them to make sure there's no missed errors.
