nearly every time i comment in Toki Pona, i get downvoted to about -4 or so, usually until either a few days pass or somebody replies to my comment. hwy does this keep happening?

I don't think the answers will be much different than in topic #36140.

Especially when you are using a made up conlang, it looks like you are just looking for attention. Probably the same reason you made this thread. Twice.
People might think you are speaking gibberish instead of Toki Pona, thus the downvotes.
In addition, speaking another language that nobody can understand can also be a factor, like people have already explained to you on the other thread.
On the other hand, repeatedly spamming the same phrase over and over again can also get you downvoted.
Gee, I wonder why spamming gibberish gets you downvoted.
Next ban will be permanent.
