If anything, bird should imply beak and not the other way around.

Birds can be drawn without beaks and beaks can be drawn without beaks. It's not typical, but neither is dogs having horse penises, and I've seen plenty of that here.

Yes, when the beak/head doesn't appear in the artwork, but you can still see the rest of the body.

There are a number of animals that aren't birds but do have beaks, such as octopi, turtles, and certain non-avian dinosaurs (eg. ceratopsians). This implication would turn them into birds regardless of their actual taxonomy.
