You can edit the category of both of those tags yourself by clicking the Edit Tag button on the wiki page.
Tag categories are only locked after 100 posts(or perhaps earlier).

You can't for meta, lore and invalid tags.

Wolfmantaur is right. This only works for switching tags back and forth from the General, Copyright, Character, or Artist tags. To prevent abuse, tags being changed to Meta, Lore, and Invalid categories need to be approved by an Admin. As they do here, Cloudpie needs to use a BUR to change these tags' categories to meta.

Although it has never been adequately explained why the Meta category, in particular, should need such protection.

Bump. I just tagged something with chalk_(artwork) and noticed it wasn't a meta tag.
