Implication denied. In addition to the frequent mistags, there are a lot of different things that go into black_and_white that don't have a plain background. Additionally, there are going to be some changes made to the background tags in forum #152783 which may not be very compatible with this.
That being said, black_and_white -plain_background seems like a good tagging project if someone is interested. :3
