I'm afraid that doesn't always apply. It sounds logical at first, but I quote the wiki entry for outside:

Note that this is tagged by the viewpoint. The location of the characters is irrelevant. For instance, if the viewpoint is from outside a house, with the view looking inside through a windows, it is tagged as outside.

That means if the sex is happening outside, but it is viewed for inside a building (through a window or door), then it is tagged outside_sex + inside.
Same the other way around: If the sex is happening inside, but is viewed from outside through the window, then it is tagged outside. (The inside_sex tag doesn't exist.)

So this implication would be wrong in those cases.
