Display names should be preferred over Twitter handles. Twitter handles have to be unique, while a display name doesn't, so the latter tends to be more indicative of what they prefer to be known as. As both their Pixiv and Twitter display names are ふくわん (fukuwan), their fanbox is fukuwan.fanbox.cc, and only their Twitter handle is tohuku2, it makes more sense to use fukuwan.
