Reason: If you can see the cutout, you can see the butt

Would butt_cutout still be tagged on clothing that isn't being worn? Or.. a character that somehow doesn't have a butt?

cleavage_cutout doesn't imply cleavage because it would then imply breasts - when it's entirely possible for a character without breasts to wear cleavage-cutout clothing

unworn clothes can have cutouts, and should probably still count for the tag.
