uhh, probably?
if I'm not mistaken, he was originally created for Doom Patrol, prior to the creation of Teen Titans. so maybe a general dc_comics implication would make sense, but at this point the character has been featured as a Titan almost exclusively since that series.

we do fudge some character -> copyright implications for convenience. like how all of the characters from the Sonic SatAM series are implicated to sonic_the_hedgehog_(archie) because they're effectively one contiguous thing.
