Looks safe to me. Her nipples and genitalia are both covered.

I love how there's a mini tag war going on for something that an admin posted and tagged.

Usually if I'm thinking "safe or questionable", I tend to just go with questionable and if someone changes it to safe I just say "yeah okay" and move on. In this it doesn't even look like she has nipples (there's no bump for it) and she's otherwise covered. Besides, if flora_(twokinds) and many "toony" cartoons have shown us anything, it's that nudity or suggestive poses don't necessarily influence whether or not a post is questionable.

Edit: I probably wasn't that clear, I'd personally go with questionable just to be safe (heh), but if it was under safe I probably wouldn't have noticed unless I was doing tag sorting (cleavage, breast sizes, etc.).

Partially undressed, and suggestive pose? Borderline, but more questionable than safe, I'd say.

Definitely not something that I'd consider safe for public viewing.

Questionable by pose alone, clothing makes it certain.

I like how in the furry fandom, there's no such thing as risque, and basically anything that doesn't show any sort of genitalia or gore deems it safe.

I'd set it as questionable, personally.

I'd say questionable at least but people keep changing the rating back to safe :/

I think the easiest way to determine what something should be rated is by thinking

"Could I reasonably show a 12 year old this image without getting arrested"

I'm of the opinion that quite a few pictures are risque enough to deserve tagging as rating:q, yet currently are rating:s.

The way I look at ratings is like this. If my super conservative, entirely christian grandma were to walk over to me, look over my shoulder and sees me looking at this picture, how would she react?

1.) "Oooh, that's cute. Is that from the Disney Robin Hood movie or something?"
Rating: Safe

2.) "Oh... uh... Tokaido, what is that? You shouldn't be looking at stuff like that hun." *queue phone call to my parents, then subsequent phone call from them to me*
Rating: Questionable

3.) "Oh heavens! That's just vulgar! Get it out of my sight!" *queue same phone call, with possible appearance on "Intervention" in the near future*
Rating: Explicit

4.) *She stares agape at my screen for a few seconds. Her eyes spontaneously ignite and she immediately has a heart attack and a siezure at the same time, then falls over dead. Queue funeral planning*
Rating: Definitely Explicit

In my opinion, first and fourth are safe. The second and third, though, I dunno...

Hmm. As for my opinion, those are sorted from what I consider safest on left to least safe on right.

(I'd rate the fourth one questionable because of the bondage overtones; or maybe I'm just overthinking it.)

Safe, safe, questionable, safe. That third one is designed to be provocative (I guess the fourth one is too, but there's no nipple protrusion nor panties to make it questionable). The first and second one honestly look like they can be viewed as just innocent pictures of girls.

Okay, so there seems to be an issue with the image. Ippiki went back and locked it at safe and then someone else went back and locked it at questionable. I didn't check the tag history to see who, but I feel that if ippiki thinks it should be safe, it should be safe. I mean, he is the uploader and he should get to decide, IMO. I respect everyone else's opinion, of course.

I would probably rate 1, 2, and 4, as safe (the way the cuffs are depicted there it takes a dirty mind to see the kink. They could easily be a slave or a prisoner as a more innocent interpretation. I don't think it's quite suggestive enough to make it conclusively sexual reference. But if other parts of the image were more suggestive or detailed, it very easily could have made it questionable. It's just that bondage elements alone doesn't always mean sexual.)

But I'd rate 3 as questionable because the clothing is so tight/revealing and the pose is suggestive so as a combination it's really not what "safe" means.

Definitely questionable. She's almost nude, if it wasn't for the short narrowly covering her breasts, and her legs crossing over her pussy.

My definition of "safe" is if there isn't any nudity involved (exceptions being characters that are naturally nude such as those from pokemon, digimon, sonic_(series), etc.

I'd go "questionable" if there's any skimpy clothing, next to no clothing (nude), suggestive postures, breasts with nipples etc.

And I don't really need to go into detail about what should be "explicit".
