Reason: Zodiac symbols are symbols. The new umbrella tag is to match other symbol groups like gender_symbol and currency_symbol.

western_zodiac wiki currently says "More importantly, however, is the role of this tag: Images tagged with this tag should somehow involve the western zodiac. Most frequent would be personifications of the astrological signs, but other uses may apply. When the symbol for the Astrological sign shows up, Western_Zodiac should not be tagged unless accompanied by other criteria." I disagree, I don't see why the symbols shouldn't imply western_zodiac. Images with the symbols do involve the western zodiac. Anybody agree? I left it out of the BUR for now due to that part on the wiki.

I agree, but wouldn't the reverse also be true? If an image involves the western zodiac, wouldn't that be because of the symbols? What other ways could TWYS apply the western zodiac, without the symbols? Perhaps western_zodiac and western_zodiac_symbol should be aliased instead of implicated.

Huh, I never would've considered them characters, rather than generic species symbolism (e.g. a generic lion symbolising leo ). I could see that easily being confused, with people tagging capricorn/leo/etc_(zodiac) meaning the zodiac symbol rather than the specific character.
