the commercial content rule is to stop people posting stuff that's pirated. if the content has been made public by the owner of the piece than it's not against the rules to post it here.

Of course it would break the rules.
If it wasn't posted publicly by the artist somewhere, don't upload it to e6.

The artist either provided the art to the dakimakura site or they run it since they link to it in the original FA post where they also mention the bulge version in question. They link to that daki site on other FA posts too. It looks like a fine source.

If this link is posted by the original artist and not ripped by a third-party trying to illegally profit from the artist's works, then it should be fine to upload.

The only time you violated the commercial content rule is when you sourced your upload from a piracy site, everything found there should not be posted or linked at all.
