The linked image was posted 13 years ago, before the relevancy rules were implemented. For some reason grandfathered content like this is allowed to stay up.

Human-only images like the paheal one are not allowed anymore. Peach would be allowed if she was drawn as a nonhuman alternate_species or there were nonhuman characters with her in the image, though.

Characters are generally not subject to unconditional bans, especially not on the basis of species.
If you post Toriel as a completely normal human woman, it gets deleted.
If you post Peach as a completely normal human woman, it gets deleted.
If you post Peach as a koopa, then it probably satisfies the bare minimum for relevancy.

Above all else, review the uploading guidelines.

so in the case of peach, it would only be allowed if shes either transformed (even if barely) or she interact with a non-human character, even if barely non-human like the hylians
so in the end, my image wouldn't make the cut

2143895 is an improved version of a grandfathered post so I see no reason to touch it, and based on other human_only tentacle approvals, 2680391 seems to be fine because of its tentacle inclusion.
