post #4316423 was deleted with out using reports from the uploading guidelines saying it saying it was a "VA edit of a stadic image" which is not specified as a violaton the guidelines and a "trivial and low quality edit" with out specifying how it was made low quality. All you need to do is just explain specifically how it was made low quality (dimensions, does not add enough to make it transformed. Etc)

If the original comic was uploaded as well, would this be considered a transformative work and instead based the quality of the voicing for the comic. (Would it count as like an animation where there are versions with music and some without music in the background, or one with or without audio)

Don't get petty over things that I wouldn't know. That's why I'm making a topic about it

As far as it pertains to their duties, e621 staff don't care about audio. e621 is an archive for visual furry art. A post can have audio just fine, but (unless it is actively a problem) it is ignored for the purposes of quality determination or editing effort. Taking static comic pages and making a video that flips through or pans over the individual panels is generally considered a poor quality/low effort edit (especially if it's blown up from a public low-res page to have each panel fit a 1440p or 4k video).
