As per the wiki definition of city_destruction, city destruction describes widespread devastation or complete destruction of an entire city (or other settlement).
Because it specifically mentions "or other settlement" in the definition, combined with the fact that village and town exist to describe different sized communities, I think that city should not be implicated.
