well, we have elbow_tuft as its own tag that implies arm_tuft and that's more or less the same concept but with fur rather than feathers.

Tufts can be fur or feathers, so having elbow_tuft apply to feather tufts too makes sense. In this case, it seems the majority of uses are for a character that has an (apparently) bare/non-feathered arm with a few prominent feathers on their elbow only, which may be worth keeping if it's not heavily mistagged. Otherwise, just having elbow_feathers be a more specific form of arm_feathers is a bit much, I feel. If a character is fully feathered, tagging each individual part (finger_feathers, hand_feathers, forearm_feathers, elbow_feathers, shoulder_feathers, etc) all together seems excessive to me.
