male_lactation also exists and this is clearly in-line with that. (gynomorph_lactation doesn't, maybe surprisingly, maybe not)
Shouldn't it implicate intersex_lactation, which would imply lactating?

Only if we're gonna have a tag for gynomorph lactation. I personally lean toward that not making much sense since breasts lactating is the default, and flat chested characters lactating is the unusual one that should be tagged. And gynomorphs have breasts

Perhaps there should be a tag like flat_chested_lactation then, which male, andromorph, and maleherm lactation would be aliased to? If gynomorph, herm, and female lactation don't warrant separation because they have boobs and are all under the lactating tag, perhaps male, andromorph, and maleherm lactation should be all together since they don't have boobs under a flat_chested_lactation tag.

I agree but idk about that name, since flat chested is a tag that's in use specifically for female/gynomorph/herm characters. How about breastless_lactation?

That does sound better.

Great idea. Would it be overkill/tag bloat to have male_lactation, andromorph_lactation, and maleherm_lactation imply breastless_lactation instead of aliased to it, do you think?

would be bloat imo, it would only provide a miniscule amount of fidelity over e.g. breastless lactation + andromorph

Fair enough!
Breastless_lactation would also apply to flat_chested female characters lactating, right? I think surely it must
Hold up, what should be done about these? These are currently tagged andromorph_lactation

With the current gender tagging flowchart, andromorph can't have breasts, making those mistagged. That said, we should probably have a way of tagging taur characters where the halves are different genders. I don't think that would seriously impact this, though.
At minimum, is the original request incorrect (and can be rejected)?

I believe all possible options would not include this implication;
either [gender]_lactation is valid, and so andromorph_lactation (and others) should imply intersex_lactation, or we're using some sort of breastless_lactation (alias or implication).
