fire_horns_elemental_horns is a weird tag name. Did you mean just elemental_horns? Perhaps implicating pseudo_horns would be better (ala flaming_hair implicating pseudo_hair), as well as renaming fire_horns to flaming_horns, to be more aligned with flaming_hair, flaming_tail, flaming_mane, etc. Though regardless if it's fire_horns or flaming_horns, the name is somewhat ambiguous if it's referring to horns made of fire, or horns that are on fire.

This doesn’t be to be an issue with flaming_hair nor flaming_tail? Plus, it’s going to get tagged flame + horn regardless.

flaming_tail doesn't implicate pseudo_tail since it can refer to a tail on fire or a tail with some fire on it, so it can be an actual tail+fire and not a pseudo_tail. flaming_horn can be the same way, so shouldn't implicate pseudo_horn. Implying fire and horn makes sense, though.
