Typically posts in comics generally bypass some site rules to have the entire comic. It's weird that it was deleted in the first place for that reason. Perhaps the mod was unaware it was part of a pool?
It is specifically stated in the uploading guidelines as well:
Humans and e621: Pure humans are only allowed as long as they are part of an otherwise furry-centric image. If a page, or an image, of an otherwise furry-centric comic contains only humans, then those pages will also be kept to keep the comic complete.

Well I'm not even sure if janitors/mods have the ability to undelete, but it'd probably be the place to start. I know for sure that https://e621.net/users/17633 can undelete, though.

any user with the "approve posts" permission can undelete posts

just 2 days ago a mod undeleted post #4469555 after discussion on post #4587698 disputing the original reason for deletion (not to toot my own horn or anything)
