I've always heard these referred to as "party hat", paper_crown exists, but these are a very specific brand of paper crown.

Well party_hat as it's currently used on site is not a paper crown. It's always been used for the conical birthday-esque hat that looks like a dunce_cap

it's mostly a british thing, mostly a Christmas thing. I think some commonwealth/former commonwealth nations also use them.
I think, beyond that, the only way most people elsewhere would know about them is their status as extremely expensive ($800-2000 USD) cosmetic items in RuneScape.
