She is consistently referred to in Japanese name order (nekomata okayu) in all official English accounts and by fans. To English-speakers, it is the official and most-recognizable name. It's also worth mentioning that, with the exception of Amelia Watson, all the Hololive members on e621 use the Japanese name order, as reflected in their fanbase and official materials, including these english-language ones: Mori_Calliope, Ninomae_Ina'nis, Takanashi_Kiara, Gawr_Gura, ceres_fauna, nanashi_mumei, ouro_kronii, tsukumo_sana. Hatsune_Miku uses Japanese name order as well, because it's the one used by official English-language materials and by fans. It's my understanding that e621 defaults to English name order, but unlike "Ikari Shinji," Nekomata Okayu is the official and most-used name in English.
