I don't really like adding more to fan_character, especially on the basis of purely a character's species and not due to a specific story or setting they're in or made for.

I say it still fits. If they're basing it heavily enough on pokemon to be considered a pokemon_oc from the species, then fan_character is applicable

I just find fan_character overused to the point of uselessness. Especially when applied to species rather than a setting, every pokemon (named or unnamed) that's not a character from the series is technically a fan character, but having it so widely used makes it useless to search or blacklist as there's little commonality to what it catches. And different people have different opinions on when exactly a character should count as a fan character (I wouldn't consider a character that's canon to their own story/comic they were made for to be a fan character, even if they happen to be a zoroark or something).

IMO the biggest issue with fan_character is that I sometimes see it being spammed on any image with a copyright, even when that copyright is like, a meme or a holiday or something. But now that I'm poking around I think that's probably coincidental and it's caused by the original_character alias.
