They actually aren't the same thing. In humans, the navel refers to the "hole" on the abdomen (sometimes it sticks out, which probably looks more like a "button" than when it doesn't), while the belly actually refers to the entire abdomen, or the soft area underneath the ribs. With few exceptions, all mammals have belly buttons. Non-mammal species like lizards and birds don't have a belly button, but they do have a belly. Well I feel silly now.

but you can show navel without showing much of belly. so the implication is not especially good one.

Yeah, this is probably a good reason to avoid the implication. At this point the belly tag is still kind of open for debate as it isn't very descriptive by itself, and I don't think that watering it down with 30000 navels will really help it much, even if it is logical.

midrif is a useful tag, chubby/musclegut (which usually imply significant amount of belly) are useful, buut belly? Naaah. I'm with parasprite that since the tag is not very useful, the implication would be even less so.

Yeah, definitely a no on this implication.

It's important to note that both gut and round_belly have been aliased to belly in the past. That's because even though belly can be slang for that overall section of the torso, there really isn't much usefulness to using it that way (most characters have a lower torso, making it about as useful as tagging arm or neck). However, calling it a "belly" is far more common to use when that lower torso/stomach region is a bit rounded in front. And this is a valid thing and notable physical feature to have a tag.

This is different than:

  • abdominal_bulge where a specific smaller spot in the lower torso is showing a bulge created by something which is inside of them (often a penis, sometimes a fist or tentacle insertion or a sex_toy).

midriff indicates whether or not part of the lower torso area is exposed because of the style of their outfit not covering their lower torso area but has nothing to do with the shape of their body.
chubby and overweight both refer to their degree of total fatness overall, and not specific to any area of fat.
musclegut refers to a specific build which includes a muscular upper body and a belly but is obviously only applicable to a percentage of images that have a character with a belly.
pregnant is most common to show a belly, but you can have a belly without being pregnant. And also pregnancy can be indicated without the character far enough along for there to be a belly showing.
inflation can include a belly but not always.
Big_belly and hyper_belly both standardly refer to the degrees of size that belly has, from only noticeable (so just belly), to pronounced (big_belly), to outlandishly oversized and impractical proportions (hyper_belly).
abs is the opposite of belly, where the lower torso stomach region is muscled instead of rounded.

And obviously, people can have a navel without having a rounded belly. So this implication doesn't work. Though the belly tag does need some cleaning it looks like and maybe a clearer wiki.
