Even if so, the tag should be better named. For example one_foot_in_water.

There's other existing tags don't specify the one part:
- hair_over_eye / hair_over_eyes
- hand_behind_head / hands_behind_head
- raised_arm / raised_arms
- probably many more

Many plurals are alised to singulars.
For example, even tho it is unpopular to draw characters with a single horn the tags we use are horn, black_horn, curved_horn, etc.
