The tag implication #60080 cloacal_penis -> cloaca is pending approval.
Reason: It's a penis coming out of a cloaca. I was honestly surprised to see this hadn't been done before as far as I could tell.

Nope. You can see the penis and infer it's cloacal from the lack of anus without seeing the cloaca itself. The lack of anus is usually more important for confirming that a character has a cloaca than seeing the entire genital structure itself.
Also, we have a long-standing rule in genital_slit to assume that the correct of cloaca vs genital_slit applies to the sensible ferals, even without seeing the anus. By extension, we can infer that such a feral having an appropriate visible penis is a cloacal penis without seeing the cloaca. That is perhaps too forward-thinking for... everyone, and may be too far removed from the idea of a cloaca to be worth doing.
