Reason: Fit uniform with its sister "*_lift" tags.

You declared them backwards. When implicating x -> y, that means whenever a post is tagged with x, the site will automatically add y too. In this case, someone tagging clothing_lift will cause hoodie_lift to also be tagged. You'll need to edit the BUR to be like this:
imply hoodie_lift -> clothing_lift imply hoodie_lift -> hoodie
