Technically, they aren't. The labia majora are the outer lips of the vulva. They are the folds that make the pudendal cleft (all the inner vulva stuff between the labia majora, like the vaginal opening and the meatus of the urethra). They are visible whether the vulva is partially or fully exposed as they are the major component that defines what the vulva is. Regardless if the inner lips/labia minora, pudendal cleft, clitoris or clitoral hood is visible, the outer labia will always be visible on a recognizable vulva if not always recognizable due to arousal.

But the things is almost every images using outer_labia are using it the same way as the partially_visible_vulva tag is used. And most of the images using either one are not tagged with another one. So there's must be two groups of people want to tag this kind of stuff but only know one of the two tags.

I think the problem here is that "outer labia" is not a good tag to be using. I mistook it for being synonymous with the labia majora when your argument is that it's apparently being used to tag the outermost visible parts of the labia majora of a partially visible vulva — the outer[most] labia (in general). Perhaps that misinterpretation is why there's fully exposed labia majora in partially_visible_vulva. A few taggers didn't understand what the tag was referring to.
