It is an actual thing you can see in the image, isn't it? Like pattern_background, except in the foreground and not being quite a repetitious pattern. I see compression_artifacts is also in meta, so I guess it fits with that, but it still seems weird to me to categorize them that way.

comic, monochrome, english text, and watermark are also purely visual, yet in the meta category. Being purely visual doesn't preclude it from being in meta

watermark was moved into the general category in March (topic #39753), and swiftly moved back into meta less than a month later

Just because things are visible in the post doesn't mean they aren't meta
