Both monobutt and flat_butt are used to tag characters who don't have separate butt cheeks. If flat_butt means something different, people are using it improperly.

Generally a "flat ass" refers to someone who doesn't have a large, prominent butt. Flat as a board, they say. So yes, if people are tagging flat butt on posts that should be monobutt, it's being done incorrectly. If anything, flat ass and flat butt should be aliased to small butt, but there's still a pretty good difference between the two.

Monobutt means one physically lacks an intergluteal cleft (i.e., butt crack) while flat_butt/flat_ass can mean having a flat butt (similar to flat_chested for breasts).
Having a flat butt doesn't necessarily mean one doesn't have a butt crack.

Most of the posts on flat_butt/flat_ass seem to be mistags of either spread_butt of small_butt or characters that have no butts at all (as in the case of feral).
