change category vault_suit (819) -> general

Reason: A vault suit is not a character, it is an article of clothing from the Fallout franchise.

I'm gonna guess that came from the vault_dwellers_(fallout) -> vault_suit alias transferring the category.

I presume this will keep happening until the limit is lowered further

If it's possible I think only transferring the category if the target tag is smaller than the tag being aliased might work well.
