That's a quirk of auto_moderator that I don't really understand.
Conversely, when an AIBUR is disposed of and is automatically assigned either the [APPROVED] or [REJECTED] tag in the title, I feel like that has a certain effect on the (human) staff; they tend to (visually) skip over entries that are labeled that way in the "Tag Alias and Implication Suggestion" forum, in favor of entries that are not so labeled.
