IMO just because there's only one image tagged with a particular species doesn't make it an invalid tag. There could be plenty more that just haven't been uploaded yet (or drawn yet). We allow other subspecies-level taxonomy tags such as the grizzly_bear so I don't see why this should be different.

Edit: Wow, we even have a population-level tag, mexican_grizzly_bear. I'd be alright with us drawing a line at populations. https://en.wikipedia.org/wiki/Mexican_grizzly_bear
