EDIT: The tag implication construction_worker -> construction (forum #408343) has been rejected by @spe.

The presence of a construction_worker does not necessarily mean that there is construction happening in the background (e.g., cosplay).
In addition, construction seems to be a very messy tag that needs to be fixed or invalidated. It is currently being used for building construction, machines used for construction (e.g., construction_vehicle, construction_equipment), robot assembly, already-completed buildings, etc.
