To put it simply, zoophilia should become an umbrella tag for all non-feral on feral explicit interactions (i.e., bestiality), as well as non-explicit interactions (e.g., romance between non-feral and feral).

The problem with the current definition of bestiality is that it is too shallow and only encompasses "sexual activity between feral and non-feral characters."
In theory, this should make the tag an explicit one. However, looking through bestiality -rating:e, one can find a lot of posts that do not technically count as "sexual activity" yet still gets tagged as bestiality.

The reintroduction of zoophilia as an independent tag should address this issue.
It will capture zoophilic themes that are otherwise not tagged (or should not be technically tagged) under bestiality. For example, non-sexually explicit instances of bestiality_kiss & bestiality_marriage.
In addition, non-contact cases can also be tagged under zoophilia. For example, a human/anthro masturbating to feral_on_feral action would not be bestiality but should be considered as zoophilia (specifically, zoophilic voyeurism or faunoiphilia).

Potential Issues

The issue of abusive tagging of zoophilia/zoophiles does not seem to be very prevalent. However, it could just be a case where the tag abuses are caught by the existing zoophilia -> bestiality alias.
This could potentially lead to issues where abusive taggers would blanket tag zoophilia on any post featuring explicit feral content and it is disguised as a tag edit for bestiality.
Reintroducing zoophilia as a separate tag would not directly address the issue of abusive tagging, but will make the abuses more visible instead of getting obscured under bestiality.

On another note, people might take issue with getting zoophilia tagged under their (e.g., anthro_on_feral) posts or raise issues regarding sapience/sentience to try and distance themselves from the term.
However, this should not be an issue considering our existing stance for bestiality already states that sapience/sentience is irrelevant and tagging is purely focused on the feral and non-feral aspect of the interaction.

I'm not huge on adding even more contentious terms to artwork that don't apply to scenarios that don't exist in real life. Even now I don't like the bestiality tag for scenarios such as sapient mythicals and humans having sex, as much as I know it's considered "form only" and doesn't include intelligence. I feel like a change like this might put even more of a target on artists' backs and discourage a lot of them from posting here. Not all non-feral on feral content should include this term.

If anything zoophilia [or an equivalent tag] should be for themes of sexual abuse of animals, which is something I'd appreciate being able to blacklist. Even falls in line with the equivalent proposal of topic #45088.

No, absolutely not. The difference is negligible and unimportant for our purposes.
