Who owns the IP? We shouldn't implicate a publisher if the developer owns the rights and could have another publisher for future releases. The Wikipedia page says Atlus only published it in Japan, but Sega published it elsewhere.

Sega owns atlus so perhaps using sega as the target might make sense if that is the case.

Sega owns the trademark atleast, so perhaps that could be the implication target, but Atlus also isn't quite wrong either because they are the subsidiary that is generally in charge of it.

But it was still Sega that published it outside of Japan, not Atlus (Sega isn't Atlus, just as Microsoft isn't Bethesda, even if they do own them). In either case, we should implicate who owns the IP regardless of who developed or published it, since developers and publishers can change (especially if we have development studios implicating their parent company, causing bad implications as studios are bought and sold).

To my knowledge, Atlus (owned by Sega, which is why Sega was the worldwide publisher and also owns the trademark) owns the IP and publishing rights while Vanillaware developed it, the exact same as Unicorn Overlord.
