Reason: It is almost impossible for these tags to stand alone. If the underwear is not used as a gag then how do you know it's a gag? This is a pretty unique case. For example, if they're not stuffed in a character's mouth and another character says that he wants to use them as a gag.

At a minimum you should add that the “cloth_gagged” and "cloth_gag" tag should implicate the “cloth_gagged” and “gag” tags.
