Reason: Same thing. Plus posters are confused by the two tags often adding the pictures to "toontown" without realizing online is the populated one

why is this an implication, and why is it backwards? is there some Toontown media that isn't Toontown Online?

Toontown is also a setting in Who Framed Roger Rabbit? and an area in Disneyland. It could maybe be a disambiguation or used for the setting and images like this:

Yeah Before 2022, before toontown had any pictures at all here, it was used for rodger rabbit but afterwards it kinda stopped? I know theres people using toontown as an original place on Furaffinity but not here. but here its a tag some artists/commissioners are confused about when trying to upload art of the mmo game. Maybe it can be an alias instead but IDK about a situation like this where something was previously used for another context but stopped shortly after
