winged_dragon seems like a redundant tag for the same reason a winged_avian or winged_bird tag would be redundant. Dragons have wings by default, we generally don't tag defaults, horned_goat and scaled_snake don't exist because the searches goat horn and snake scales have pretty much the same effect.
The only winged_* tags that are common are winged_unicorn and winged_humanoid, the former is mostly populated by My Little Pony characters and the latter I could honestly take or leave. Other winged_* tags like winged_fox and winged_wolf are aliased to fox and wolf because they aren't really species in and of themselves, they're just foxes and wolves given wings.
I appreciate having both winged_dragon and wingless_dragon because the two kinds are often in the same image. I'd argue that wings aren't default on dragons, even historical depictions do not reliably have wings. western_dragons generally all have wings, but that's different.
