A cobra could be recognized and tagged due to scale patterns in the body while the head is not visible

Also the hood tag refers to their threat display that they show under distress rather than the animal's default appearance. Cobras do not stop being cobras when they are not showing their threat display.

Like this is a king cobra, but this is not something that would be tagged as snake hood if it would be posted here.

True, I've just never seen a cobra be tagged as such without their hood flared out thanks to TWYS.

Only general tags must strictly adhere to TWYS. Species tags are TWYK within reason, similar to character tags.
