If I see a post which does not meet the uploading guidelines, but has already been approved, what is the proper way to flag/report it?

If I see a post which does not meet the uploading guidelines, but has already been approved, what is the proper way to flag/report it?
The flag is restricted because there's a good chance that approved posts meet our guidelines because multiple janitors have likely seen it (FWIW I disagree with this mentality)

Any possible way to at least unrestrict it on auto-approved posts, or is that more coding than is worth the effort? Such an action might help with the small trickle of posts that slip through the guideline check.

namely 5061512, as I belive it to be an AI paintover, in addition to ~8 other of the artists recent works.
Currently the solution has been to either flag it for another reason and explain in the comments what it was actually flagged for, or report and explain in said report (but that means only admins can handle it)

If anything happens I'd bank on it being entirely unrestricted, we took an internal poll some time back and unrestricting it won 10:2:2:0 (everyone, self approvals only, something else, no change)
Getting that change to actually happen is easier said than done

noted, I can't confidently say how much manual work went into the specific piece, but significant AI artifacts remain, Namely,
-Odd double lines around hands and navel
-eyelashes

It looks more like ai colored in lineart to me.
