Not all instances of a character having an inner monologue has such an expression:

If the text and thought bubbles were removed, there's nothing about their expression to indicate they're thinking on something.

IMO that seems like a wiki issue... I think any instance of thinking should qualify for the thinking tag. If we want a tag for a thinking facial expression specifically, how about thoughtful or thoughtful_expression?

How about we mass update the current tag to one of those tags before this implication goes through?

An empty thought bubble to me indicates that lack of thought/thinking. A "head empty" kinda thing. I wouldn't call an empty thought bubble "thinking" any more than an empty speech bubble is "dialog". The pictographic more indicates an internal feeling or emotion, rather than thought.
